Hemp seeds:

Today, Ukrainian law permits the purchase, sale, and storage of hemp seeds. Hemp seeds are not included in the list of narcotic drugs, psychotropic substances, and precursors illicitly circulated in Ukraine.

Cultivating cannabis in Ukraine without a license is prohibited and entails both administrative and criminal liability.

Criminal Code of Ukraine

Article 310. Sowing or growing poppy or hemp:
  • 1. Illegal sowing or illegal cultivation of opium poppy in quantities of one hundred to five hundred plants or hemp in quantities of ten to fifty plants - shall be punishable by a fine of one hundred to five hundred non-taxable minimum incomes of citizens or arrest for a term of up to six months, or restriction of liberty for a term of up to three years.
  • 2. Illegal sowing or illegal cultivation of opium poppy or hemp by a person convicted under this article or who has previously committed one of the crimes provided for in Articles 307, 309, 311, 317 of this Code, or committed by prior agreement in terms of the number of plants; fifty or more plants - shall be punishable by imprisonment for a term of three to seven years.
Article 106-2. Illegal sowing or illegal cultivation of opium poppy or hemp:

Illegal sowing or illegal cultivation of up to one hundred plants of opium poppy or up to ten plants of hemp shall entail a fine of eighteen to one hundred non-taxable minimum incomes of citizens with confiscation of the illegally grown drugs from local plants.

Single Convention on Narcotic Drugs

Article 1:

  • (b) "Cannabis" means the flowering or fruiting tops of the cannabis plant (excluding the seeds and leaves when not accompanied by the tops) from which the resin has not been extracted, by whatever name they may be designated.
  • c) "Cannabis plant" means any plant of the genus Cannabis.
  • (d) "Cannabis resin" means the separated resin, whether crude or purified, obtained from the cannabis plant.

It follows that hemp seeds are not a narcotic drug or a precursor of narcotic drugs, and are not included in the list of narcotic substances, and therefore are freely circulated in many countries.
